서울 선언
문자는 말과 생각, 그리고 세계를 범주화할 수 있는 가장 뛰어난 상징 체계로서 세계의 문화 다양성을 지키고 살리기 위한 정신의 핵심이다. 문화의 고유성과 다양성은 세계의 여러 인간 공동체의 역사적 차이에 바탕을 두고 있으며, 과거와 현재 그리고 미래 사이의 끊임없는 대화는 글로써만 가능하고, 글은 그것을 적을 수 있는 문자가 있을 때만 생겨날 수 있다. 모든 이는 자신들의 정체성을 간직한 문자로써 자신의 작품을 창조하고 보급하고, 마음껏 의사소통을 하며, 교육을 받거나 가르칠 자유를 누릴 수 있어야 한다. 그러나 오늘날 문자 생태계는 세계적 소통의 극대화를 이상으로 삼는 세계화로 말미암아 강대국의 언어로 획일화될 위기를 맞고 있다. 문자는 인간이 자기를 표현하는 존엄한 수단이다. 따라서 한 개인이나 공동체가 자신의 문자를 빼앗기게 되면 사회적 참여에 크게 제한을 받는 등, 여러 권리 침해를 당할 뿐 아니라 문화적 표현력과 창조성, 그리고 생활의 활동성까지 크게 움츠려 들게 된다. 이런 점에서 문자를 빼앗는 것은 인간성의 권리를 박탈하는 행위다. 반대로 문자 다양성의 보존은 인권이 살아 있음을 보여주는 중요한 상징이다.
각 민족은 자신들의 고유한 문자를 이용하여 각기 독특한 문명을 이루고 있기에, 문자의 다양성의 보존은 문명 다양성 확보를 위해 꼭 필요한 일이다. 또 모든 문자는 자신이 만든 문명에 대하여 고유 가치를 지니기에, 더 우수한 문자도, 더 저열한 문자도 없다. 그런 까닭으로 문자의 다양성이 보장되는 건강한 문자 생태계를 살리는 일은 모든 민족의 사람들에게 개인적인 행복한 삶의 바탕일 뿐 아니라, 사회 생활에 적극적인 참여와 공적 활동을 보장함으로써 인류 전체의 발전 토대가 되며, 도덕의 고양을 가능하게 한다. 다양한 세계 문자들이 균형과 적절한 비율로 조화를 이룬 건강한 문자 생태계를 살리는 일은 인권과 개인적인 행복한 삶의 바탕일 뿐 아니라, 인류 전체 발전과 창조성의 토대다. 따라서 건강한 문자 생태계를 만들고 가꾸는 일은 인류 모두에게 중요할뿐더러 반드시 노력해야 할 의무이자 권리다.
이에 우리는 문자의 건전한 생태계 보존이 사람의 존엄한 삶의 바탕이라는 점을 강조하면서 문자의 다양성을 지키기 위해 인류가 다음과 같은 점들을 지켜야 한다고 선언(宣言)한다.
1. 모든 문자는 평등하다.
2. 모든 사람은 자신들의 고유 문자로써 글을 읽고 쓸 수 있어야 하고, 문자 선택에서 강제와 억압 또는 차별을 받지 않아야 한다. 이를 위하여 각국 정부는 국민들의 문자 선택의 자유를 적극적으로 보장해야 함은 물론, 국민들이 선택한 문자를 보존하고 발전시켜야 하며, 모든 언어 영역, 즉 생활어와 공공어, 문학어와 학문어 그리고 기술어 등에서 그 문자에 대한 교육을 체계적으로 실시해야 한다.
3. 각국 정부는 일상 생활은 물론, 정치, 경제, 문화, 학문, 예술 등의 모든 분야에서 유통되는 글, 책, 자료, 콘텐트와 같은 모든 기록물들을 자국 국민들이 자유롭게 읽고 쓸 수 있는 문자로 적도록 지도하고 지원해야 한다.
4. 각국 정부와 세계 시민 모두는 각국의 문자가 소멸 위기로부터 벗어나 언어의 다양한 층위에서 성장하고 발전할 수 있도록 함께 돕고 서로 연대(連帶)해 나가야 한다.
5. 각국 정부는 문자의 생명력을 좌우하는 학문을 그 민족의 고유 문자로 할 수 있도록 모든 노력을 아끼지 말아야 한다.
6. 이를 위해 각국 정부는 제 나라 문자 사용을 장려하고, 낱말의 수를 풍부하게 하며, 사전편찬이나 문법의 체계화 등을 적극 지원해야 하며, 무엇보다 국민 모두가 학문 문맹(文盲)에서 벗어나도록 ‘제 나라말로 학문하기’를 지속적으로 지원해야 한다.
7. 각국 정부와 전 세계의 지식인은 개발도상국의 번역 사업(학문, 문학, 기술 분야 등)을 직접 또는 간접으로 도와야 한다.
세계문자연구소는 오늘 서울에서 열린 ‘세계문자심포지아 2014’에서 문자 다양성과 건강한 문자 생태계 지키기가 인권의 밑바탕이자 문화 다양성의 기초이며, 인류 지식의 발전과 창조성의 토대가 된다는 점을 선언하면서 위 7개 선언문(宣言文) 을 선포한다.

Seoul Declaration
As the most outstanding symbol system categorizing our speech, thoughts, and the world we live in, scripts constitute a key part of the endeavor to protect and restore cultural diversity worldwide. The innateness and diversity of culture are based on the historical differences of diverse human communities. Also, the never ending dialogue between the past, present, and future can only be sustained through writing, which can only be created with scripts.
All people have the right to create and distribute their own works, communicate as they please, receive education or teach freely through scripts. However the script ecosystem of today is faced with the danger of becoming standardized into the language of strong nations due to globalization, which idealizes maximum communication on a global scale. Scripts represent man’s dignified means of self-expression. Therefore if an individual or community is stripped of its script, not only will its rights be infringed upon due to various factors including limitations to social participation, but will shrink in terms of cultural expression, creativity, and lifestyle activity. In this light, the loss of script is tantamount to the deprivation of the right to human nature. On the other hand, preserving script diversity is an important symbol demonstrating that human rights are being protected.
As much as all ethnic groups sustain their own unique civilizations through their own scripts, the preservation of script diversity is key to securing the diversity of civilizations. Also, because all scripts have their own unique value, there can be no superior or inferior script. This is why restoring a healthy script ecosystem not only provides the foundation for the happiness of individuals within an ethnicity but also creates the basis for the development of humanity as a whole by ensuring active participation in social lives and public activities as well as makes moral enhancement possible.
Restoring a healthy script ecosystem where the diverse scripts of the world are proportionately balanced forms the basis for human rights and the happy lives of individuals as well as the groundwork for the development of mankind as a whole and creative capacity. Therefore, creating and cultivating a healthy script ecosystem is important to all humanity and represents an obligation and right that must be pursued.
As such, emphasizing that the preservation of a healthy script ecosystem forms the basis for the dignified lives of mankind, we hereby announce that the following must be followed in order to protect script diversity.
1. All scripts are equal.
2. All people must be able to read and write their native script, and be free from coercion, repression, or discrimination in terms of script choice. In order to achieve this, each government should secure the freedom of script choice for its citizens, as well as preserve and develop the script chosen by its people, and provide systematic education of scripts encompassing all linguistic areas namely everyday language and public language, literary language and academic language, and technical language, et cetera.
3. Each government should guide and support its citizens to be able to freely read all types of documents such as writings, books, data, and other contents in all areas including politics, economics, culture, arts, et cetera and write in the script of their choice.
4. Each government and all citizens should cooperate and strive to achieve solidarity in ensuring that the scripts of each country can escape the danger of extinction, and develop and grow in diverse language settings.
5. Each government must make an utmost effort to ensure that academics, on which the survival of scripts depends, is pursued in the script native to its people.
6. In order to do so, each government should encourage the use of its own script, enrich its vocabulary, support compilation of dictionaries and systematization of grammar, et cetera, and continuously support academic learning by native language to help all citizens out of academic illiteracy.
7. Each government as well as intellectuals worldwide should directly or indirectly assist the translation projects (in academic, literary, technical fields, et cetera) of developing nations.
The World Script Institute declaring that the protection of script diversity and a healthy script ecosystem provides the basis for human rights and foundation for culture diversity, proclaims the above 7 declarations at the World Script Symposia 2014 held in Seoul on this day.
